  • 4 tablespoons all-purpose flour
  • 3 cups whole milk (or half-and-half for extra creaminess)
  • 1/2 cup grated Parmesan cheese
  • 1/4 teaspoon ground nutmeg (optional, for depth)
  • Salt and black pepper, to taste

For Assembly:
